The critical behavior of Kerr-Newman black holes is examined on the basis of the equilibrium series of black hole states alone. The scaling laws of the ``first kind'' are all satisfied at the extremal limit where a critical point exists. The scaling laws of the ``second kind'' including the exponents associated with the spatial correlation suggest the presence of a long-time correlation among evaporating particles.
