The cosmological perturbations are studied in a gauge-invariant way in an anisotropic universe with a perfect fluid. The background anisotropic universe under consideration is isotropized as the universe expands. We investigate the behavior of the perturbations through the anisotropic stage and the nearly isotropic stage by numerical calculations and find that the tensor perturbations remain as large as the scalar perturbations in the isotropic stage. We estimate the energy density of the gravitational wave and quadrupole component of anisotropies of the cosmic background radiation from this result.
