The flute modes of wavelength less than one ion gyroradius observed on the surfaces of expanding plasma clouds in the AMPTE Ba-release experiments (Bernhardt et al., 1987) are considered theoretically. A linear dispersion relation is derived for the lower-hybrid drift instability (LHDI); its analytical and numerical solution is discussed; and the Hassam-Huba (1987) scaling of the LHDI growth rate in the long-wavelength limit is demonstrated. Particle simulations using the WAVE code are then presented and analyzed in terms of the LHDI, and it is shown that the LHDI is excited early and continues its deceleration-driven growth to unusually large amplitudes; the development of flute modes at the surface of the expanding cloud is clearly seen.
