Energetic particles can be used as probes for the heliospheric structure between particle source and observer. This review is concerned with the variation of MeV energetic particles during the solar cycle in the inner heliosphere. Particle observations during solar minima and maxima as well as during the transition between minimum and maximum will be presented and discussed in terms of our current understanding of particle acceleration and propagation. Implications for galactic cosmic rays and the outer heliospheric structure are discussed, too.
