A new mechanism for the formation of wisps in the Crab Nebula is proposed. It is shown that, where resonance conditions are satisfied in the nebula plasma, an intense electromagnetic wave can generate a stationary magnetic field. The excited magnetic field leads to an increase in local synchrotron radiation, which can be associated with the appearance of wisps.
