The interaction of MHD waves with pick-up ions in the outer heliosphere is considered. The transport equation for wave energy density describes non-linear wave interaction and wave dissipation due to the resonant interaction with pick-up ions. It is shown that the interactions with fast H^+ and He^+ ions determine the spectrum of short-wave interplanetary turbulence in the outer heliosphere.
