We discuss the possibility that further improvements in the sensitivity of the Kamiokande II detector may rule out the MSW effect as a solution to the solar neutrino problem. We show that although oscillations between electron-neutrinos and sterile particles may prevent the MSW effect from being ruled out, primordial nucleosynthesis considerations require that only one sterile particle be allowed to participate in the oscillations. A set of rules for the construction of such models is given and a simple example obeying these rules is presented.
