The 3000-A bump in quasars and Seyfert galaxies is examined using the Cerenkov line emission model. It is suggested that the continuum around 3000 A consists of a nonthermal power-law spectrum, a black body spectrum from the accretion disk, a black body spectrum from broad line region cloudlets, and Fe II lines. Good agreement is found between observations and calculations of the intensity of the 3000 A bump for NGC 4151 using Cerenkov line emission theory.
