Bipolar electrostatic structures appear naturally in the time development of plasma instabilities like the Buneman or two stream instabilities. It has recently been shown that they can also be created when strong density gradients are formed in a plasma flow. In this contribution we show that such structures may appear in an inityially stably stratified neutral plasma (in a self consistent Pannekoek-Rossland type of equilibrium) if the boundary conditions are modified, for example by modifying periodically the temperature at one of the boundaries. While the plasma as a whole remains in mechanical equilibrium, transient suprathermal beams are formed by ballistic effects, resulting in the formation of electron holes moving in the plasma and contributing to the heat transport.
