A review of experimental data makes it possible to relate the space-time distribution of the cosmic-ray intensity increase prior to the Forbush decrease to the shape and nature of propagation of the shock wave from the sun to the earth. It is shown that this increase is caused by the acceleration of relativistic particles of galactic cosmic rays during their reflection from the moving shock front.
