'Prognoz' measurements of solar protons and alpha particles are used to calculate the potential jump in the electric field at the shock front near the earth. In the case of high Mach numbers, which were attained during the measurements, the potential barrier is found to be roughly equal to one-half the kinetic energy lost by protons when crossing the front. It is shown that the correlation between velocities and temperatures of different types of ions obtained from the quasi-linear theory of the two-stream instability in proton motion at a wave front gives a good description of the measured values. It is concluded that dissipation at the shock front is caused by the development of a two-stream instability in proton motion.
