An analysis is presented of conditions under which the hypothesis of a 'frozen-in' plasma in the near-solar medium is valid. It is shown that at radii less than 10 solar radii, this hypothesis is invalid; the spectral line shape of radio waves that have passed through the turbulent medium is determined by the temporal correlation function of permittivity fluctuations. Experimental data obtained by radio occultation agree with the exponential form of this function.
