Possible static equilibrium configurations of the interstellar gas-fields system (including cosmic rays) are described and were tested for stability. The simplest equilibrium configurations, with horizontal magnetic fields and with equal scale heights for the three components (stratified equilibrium), are unstable if the polytropic index of the gas is larger than a critical value. The perturbations that grow most rapidly have wavelengths equivalent to several 100 parsecs along the field and very short wavelengths across the field. The stability of two dimensional curved equilibria, where the magnetic field lines lie in planes orthogonal to the galactic plane, can be tested using the MHD energy principle. It is found that any state connected through flux freezing with an initially unstable horizontal state is also unstable to perturbations with a short transverse wavelength.
