Several components of the interstellar medium were demonstrated to coexist by thermal balance and/or pressure balance. The two phase stability is explained by the temperature and density dependencies of the heating and cooling rates. Cooling rates are given for a thin hot plasma under ionization equilibrium for the interstellar media of solar abundances and of metal depleted abundances. Thermal instabilities are discussed with regard to the temperature dependence of the cooling rate. A deviation from ionization equilibrium and from electron-ion equipartition may take place in a tenuous plasma. Numerical examples of the nonsteady behavior are shown. The generation of a hot plasma by supernova blast waves is discussed on the basis of evolution models of the supernova remnant. Obervational results, indicating the distribution of the hot plasma component are presented in reference to soft X-ray and nonthermal radio maps.
