The observed magnetically closed structures in the solar wind, containing low temperature interplanetary plasma, are further identified and examined in relation to the cosmic ray flux decreases, as measured by high-latitude neutron monitors in the earth. Hourly interplanetary magnetic field and plasma data from geocentric (IMP) and heliocentric (Helios) satellites for a five-year period were used together with the hourly counting rate of the Alert neutron monitor. According to the features described by the plasma and magnetic field parameters, when closed structures were detected, a new model of such configuration is proposed. Small-amplitude cosmic ray decreases are found to be related to the observed magnetically closed regions in the solar wind.
