The time evolution of solar cosmic ray (SCR) spectrum parameters is being analyzed. The form of SCR spectrum in the earth's environment and in the source is being discussed, and the absolute flux upper estimates for solar protons are obtained. The SCR geomagnetic effect has been estimated for some major solar proton events (SPE). Theoretical estimates of the spectrum dynamics are being compared with observations for several SPE's of the 19-th - 21-st solar cycles. It is shown that for solving a number of cosmophysical and applied problems it is important to study the SCR spectrum dynamics over the entire energy range of 1.0 to 10,000 MeV.
