Primordial nucleosynthesis in a ``cold'' universe is investigated for wide ranges of both the initial baryon / photon ratio, 3x 10(-6) <= eta _i <= 15, and lepton/ baryon ratio, 1<= Le/B<= 10(5) . Constraints on these parameters are obtained from the abundance of heavy elements. Most importantly, cold universe models with a baryon / photon ratio eta_i > 10(-4) can be ruled out.
