Text of talk presented at the conference Nuclear Dynamics: From Quarks to Nuclei

A relativistic interpretation for why the proton's $G_E/G_M$ falls and
$QF_2/F_1$ is approximately constant is presented. Reproducing the observed
$G_E^n$ mandates the inclusion of the effects of the pion cloud. The full
relativistic model with a pion cloud provides a good reproduction of all of the
nucleon electromagnetic form factors.
