Bell-nonlocality, EPR-steering, and entanglement are distinct phenomena that form a strict hierarchy of nonclassicality; Bell-nonlocality is strictly stronger than EPR-steering, which is likewise strictly stronger than entanglement. An important question is whether the complexity of tests of these phenomena exhibit the same hierarchy. We show that is indeed the case by determining the complexity cost for experiments with independent agents. For Bell-nonlocality, the most parsimonious test is the well-known CHSH test, but for EPR-steering and entanglement, maximal parsimony requires non-projective measurements. We perform these tests in a photonic experiment.
