Correlation between B($E1, 1^-_1 \to 0^+_{g.s.}$) and B($E1, 3^-_1 \to
2^+_{1}$) values are considered within microscopic QRPA approach. General
arguments for a dependence of a ratio between these values on a collectivity of
the $2^+_1$ and $3^-_1$ phonons and ground state correlations are provided.
