We analyze quantum tunneling with the Ohmic dissipation by the
non-perturbative renormalization group method. We calculate the localization
susceptibility to evaluate the critical dissipation for the quantum-classical
transition, and find considerably larger critical dissipation compared to the
previous semi-classical arguments.
