Strong ECH waves have been observed by Cassini during local plasma injection events in Saturn's magnetosphere. Using observed electron distribution from CAPS/ELS instrument on board the Cassini spacecraft, we calculated the local growth rate and path integrated wave gain of ECH waves using HOTRAY code. We first show that ECH waves are driven by a loss cone distribution of resonant electrons, which is consistent with previous results. Then through a sensitive test of ECH wave growth rates to various plasma parameters, we demonstrate that higher band ECH wave growth rates are very sensitive to background electron temperature and density, besides loss cone width and depth of electrons in resonance. Increasing background electron temperature tend to quench instability of higher band ECH waves while it does not affect the first band ECH wave growth rate much. This result is helpful to explain why strong higher band ECH waves have been observed mainly within local plasma injection regions.
