A spectral representation is obtained for the Green's function in the unsteady-state equation describing the anisotropic transport of cosmic rays with allowance for convection. The expression is derived on the basis of a simple model of cosmic ray propagation in a medium with a constant diffusion coefficient. The expression for the Green's function is extended to the case where adiabatic damping of the particles is taken into consideration.
