A theory of the emission and absorption of Langmuir waves by anisotropic distributions of fast particles is developed. The basic equations used are presented along with two ways of reducing them: one involving integrals over momentum and pitch angle; the other involving an integral over momentum and a sum over Legendre polynomials. The emission and absorption coefficients for specific anisotropic distributions are derived. The results have implications regarding the theory of solar radio bursts.
