On January 20th, 2008 the high altitude sounding rocket SCIFER-2 was launched from Andoya rocket range. On the upleg (1200km-1400km alt) the sounding rocket observed a period of precipitating magnetosheath/solarwind ions primarily in a single band between 30 and 100eV with some structure in the form of weaker, narrow bands at ~500eV and ~700eV with the energy of these bands decreasing slightly with increasing latitude. These downflowing ions correlate with observations of lower hybrid plasma waves which are structured at multiples and near multiples of the local hydrogen cyclotron frequency indicating the presence of ion-Bernstein modes. The dispersion relation of these plasma waves is investigated analytically and dispersion surfaces are obtained using the numerical software WHAMP. Additionally, these waves are very similar to those produced by ion-ring distributions as observed by satellites in the higher altitude cusp. These similarities are investigated and examples from the FAST satellite are presented.
