Since their discovery in 1958,the Earth's radiation belts have been an active area of theoretical and experimental research. Nevertheless,fundamental questions concerning the physics of the radiation belts remain. Is there an experimental limit to the stably-trapped particle flux in a planetary magnetosphere ? Is the stably-trapped particle flux self-limiting ? Is there an absolute limit to the energy spectrum of a trapped particle population ? We consider these questions and the role of wave-particle interactions in controlling radiation belt particle dynamics. We re-examine the classical Kennel-Petschek concept of self-limitation of trapped particle flux. Almost all previous studies of the self-limiting flux concept have been nonrelativistic. Here we adopt a fully relativistic treatment. Further,we replace the original Kennel-Petschek criterion involving wave reflection at the ends of a magnetic field line by specifying that waves generated at the magnetic equator acquire a specified convective gain over a given growth region. We thereby obtain a new,fully relativistic result for the self-limiting trapped flux. We test the new limit against observed energetic electron fluxes.
