We study Corotating Interation Regions (CIRs) observed by the Advanced Composition Explorer (ACE) spacecraft in 2007 and 2008. We find strong evidence of in-situ generation of turbulent energy as measured by the local generation of Sunward-propagating low-frequency waves in the frequency range normally attributed to anti-Sunward propagating Alfven waves. At the same time we find that higher frequency inertial- and dissipation-range fluctuations (0.01 Hz and higher) behave exactly as is seen in a very broad range of interplanetary observations at 1 AU. This suggests that while new energy is injected at low frequency the turbulent cascade transforms the fluctuation energy into a form commonly observed in the solar wind and associated with the dissipation process.
