The conclusion of Babii (1991) that, up to a certain level (in the region where weak absorption lines are formed), the solar photosphere is in a stationary state and above that level the solar photosphere may be considered as being in a variable state, is called into question. It is argued that the only conclusion that can be drawn from the observations is that moderate Fraunhofer lines are susceptible to strong variations.
