The interaction of cosmic rays with large-scale strong turbulence in the Galactic disk and halo is investigated. Kinetic coefficients which describe the spatial transfer and effects of particle acceleration are calculated within the framework of renormalization theory. An analysis of possible diffusion regimes of strongly magnetized particles, which are caused by turbulent motions, across a regular magnetic field, is given.
