The need for developing models of trapped radiation specifically for low altitudes (less than 1000 km) is established, and different approaches to the development of such models are examined. A decrease in trapped electron fluxes and an increase in quasi-trapped electron fluxes in comparison with the existing models are demonstrated. The possibility of global changes in radiation intensity at low altitudes in comparison with the 1960s-1970s is discussed.
