We analyze the high-resolution profiles of the electron density and of the magnetic field observed by ISEE 1 and 2 during crossings of the earth's bow shock for which the upstream plasma beta is larger than unity. We compare the polarization and the compressibility of the observed fluctuations to the polarization and the compressibility of the linear wave modes in a Maxwellian kinetic model of a homogeneous plasma with an anisotropic proton temperature. Just downstream of the ramp of two supercritical quasiperpendicular shocks, the observations can be explained by the presence of mirror modes: neither Alfven ion cyclotron waves nor slow waves can account for the observed phase difference between the density and magnetic field fluctuations. The frequency of this mirror mode in the spacecraft frame is larger than about one third of the downstream proton gyrofrequency. Such modes are not observed during two oblique crossings of the shock. At lower frequencies, for quasiperpendicular as well as for oblique shocks, the fast shock structure is found close to the ramp, and Alfvenic waves are found in downstream regions.
