Scientific paper
A cooperative venture between the U.S.S.R. and the United States on the effects of gravitational waves is discussed. Twenty teams of scientists around the world are designing and building antennas to detect these waves. Two goals are sought: the demonstration of the existence of a qualitatively new structure of matter and a method for obtaining yet inaccessible information on the universe.
