The nonlinear evolution of the E x B instability is studied with an inhomogeneous electric field. The general equations and a nonlinear analytical theory of the instability are given, and the instability is numerically studied. It is concluded that the basic morphology and power spectra of the instability in the nonlinear regime are similar to the homogeneous case. Quasi-linear mechanisms, in which the initial density gradient driving the inhomogeneous instability is modified by a finite-amplitude wave spectrum, can contribute to nonlinear stabilization.
