The collisionless electrical conductivity is calculated for the
geomagnetic tail from the stochastic orbits in the plasma sheet. The new
conductivity formula is important for the stochastic heating of the
plasma sheet and modifies the Galeev-Zelenyi formulas for the
collisionless reconnection growth rate for geomagnetic substorms.
