The paper deals with three substorm-related encounters of the ISEE 1 and 2 spacecraft with the plasma sheet boundary layer where flow reversals of energetic ions were previously detected. The events were observed at various stages of the geomagnetic activity level and during different phases of the substorm, and the data discussed was sampled by the Medium Energy Particle Experiment (MEPE) and triaxial fluxgate magnetometers. Tailward streaming followed by a change to the earthward direction was discovered, and the tailward anisotropy was attributed to a particle source located between the satellite and earth. The creation of a secondary neutral line tailward of the existing one was observed during the substorm recovery phase. The energetic-particle measurements revealed the existence of a small-scale structure in the vicinity of the neutral line separatrices.
