Parametric excitation of plasma oscillations in the ionosphere by an
electromagnetic wave near the reflection level has been considered. The
spectrum of plasma waves forms as a result of action of the source (a
pump wave), non-linear transfer towards large scales and damping. The
results of the theory are in satisfactory agreement with the experiment.
