The background 1-8 Angstroms solar soft X-ray flux should be indicators of the quiescent X-ray flux principally from active regions, where variable emission from flares and coronal mass ejections is largely subtracted out. The annualy-smoothed (13 months) daily background 1-8 Angstroms X-ray flux in solar cycle 22 was found matched by solar activity; it peaks in the same time with the annualy-smoothed sunspot number. This correlation reflects the fact that the 1-8 Angstroms solar soft X-ray flux is produced by plasma confined in active regions. Although the variation of the 10.7 cm flux is found similar to the solar activity, it is not only produced in the vicinity of active regions, but also contributed by the quiet regions.
