The gravitational contraction of Neptune's primitive turbelent envelope is modelled on the assumption that a process of regular satellite formation took place, in a manner similar to that proposed for Uranus. Triton's capture from solar orbit interrupts the process. A surviving inner system of pitch-black moons is predicted, which Voyager 2 should soon observe.
