Strong limits on the presence of large-scale density fluctuations in the interstellar plasma are obtained from the wander of H2O masers in Sgr B2 and W49 about constant-velocity trajectories, when compared with the sizes of the masers' scattering disks. These limits, and the scaling of correlated flux density with baseline length for maser features in W49, are consistent with a spatial power-law spectrum of density fluctuations in the interstellar plasma with an index of about the Kolmogorov value, 3.67. Refractive scattering for these two lines of sight is small.
