An SO(2,4) gauge theory is presented which yields the usual formulation
of Einstein-Maxwell theory when the symmetry is spontaneously broken
down to the Lorentz group. In particular it is shown that the vierbein,
Loreentz connection, and electromagnetic vector potential all emerge
from a single SO(2,4) gauge field one-form.
