Two self-consistent quasi-linear models of oblique whistler-mode instabilities are presented. The first one is based on the supposition of cyclotron excitation of the waves, and predicts constancy of maximal spectral density and an increase of frequencies and bandwidth with increasing wave normal angle theta. The second is based on the supposition of Cerenkov excitation of the waves, and predicts an increase of spectral density and a decrease of frequencies and bandwidth with increasing theta.
