The formation of bound open stellar-clusters (BOSC) in the cores of molecular clouds with low 'global' star-formation efficiency is considered. Due to the impulsive loss of gas from the system, a BOSC can be formed if the radius of the tidally stable molecular clouds is five times greater than that of the BOSC. It is noted that the 'impulsive' loss of these gas masses changes the BOSC potential, but alters the strong field of the cluster only slightly.
