The models of star formation function and of interstellar medium turbulent energy dissipation are proposed. In these models the turbulent energy of the interstellar medium and its structure is taken into account. It is shown that using the expressions proposed is able to explain the observable star formation lag in the Galaxy. The reliability of the star formation and dissipation models to scenario of Galaxy star populations formation is shown.
