A theorem is proven regarding the necessary development of two-dimensional formations with an infinite density, but with finite surface density (pancakes) in a medium with negligible pressure in the absence of eddy motion. The conditions leading to the development of pancakes are created in a hot expanding universe after hydrogen recombination. The pancakes formed are galactic protoclusters.
