The interaction between thermal electrons at Cerenkov resonance with ion-cyclotron (IC) waves propagating at 'large' angles to the geomagnetic field is included in the appropriate hydrodynamic equations. It is shown that IC waves determine the transport of particles and energy from the interaction region, thereby having a considerable effect on the spatial distribution of the plasma parameters. One of the consequences of this could be the formation of irregularities of electron density and temperature in the topside plasmasphere.
