A Monte Carlo model simulating photoelectrons' energy degradation on Io's SO2 atmosphere is here used to calculate photoelectron production rates for solar minimum conditions. The calculated brightnesses of neutral S and O emissions are found to be three orders of magnitude below those observed by the HST. It is suggested that most of the S- and O-ion emissions are likely produced through the direct collision of electrons with atomic S and O in the upper atmosphere.
