For the case of a three-species plasma, the conductivity tensor is presently shown to become diagonal in that frame of reference, moving with electrons, in which the anisotropy of the conductivity which is associated with the magnetic field disappears. In light of the Giotto data for Comet Halley, it is along these lines hypothesized that, if (1) electrons are moving with ions and thereby minimizing electric current, and (2) the effective collision time is greater than the electron gyration time, then (3) the magnetic Reynolds number and an approximation of ideal MHD hold.
