It is argued that the formation of a black hole in the nucleus of M31 is impossible because of rapid rotation in the uniformly rotating model of the galactic nucleus with an initially smooth density distribution. The model-independent upper mass limit of the central black hole in M31 is estimated to be about 1 million solar masses, based on surface-brightness observations.
