The possibility of the experimental study of the critical velocity phenomenon in the upper ionosphere resulting from the interaction between a neutral gas cloud and a plasma in a transverse magnetic field is discussed. The range of experimental parameters (e.g., gas flow rate and plasma concentration) for which the generation of a self-sustained beam-plasma discharge can be expected is determined. The discharge dynamics is examined in qualitative terms.
