The stimulated scattering of a pump wave by plasma waves in the irregular ionospheric plasma is investigated theoretically. It is shown that the scattering intensity can increase sharply due to the development of absolute instability when the dependence of electron density on coordinates is nonmonotonic. A numerical assessment is made of the absolute-instability threshold, amounting to 100 W/sq m for a pump-wave frequency of 430 MHz.
